Notice of By-Mail Voting by All RCA Member Groups

On
February 21, 2008, all Group Contact Couples were sent an e-mail notice
covering by-mailing voting that was directed by the delegate couples
attending the August 2007 business meeting in St. Louis. The delegate couples at St. Louis authorized the distribution of two proposed amendments to the RCA WSO bylaws to the RCA member groups for by-mail voting: The first proposed by-law amendment modifies the bylaw provision covering the limitations on the terms for membership on the RCA WSO board of trustees. The limitation to only two terms is deleted while the prohibition on successive terms is retained. Many of delegate couples at the 2007 business meetings felt that the restriction of five-years between terms on the Board of Trustees was sufficient to ensure the rotation of offices that is fundamental to the twelve traditions of RCA. Thus there was no need for a lifetime limitation of only two terms on the board of trustees The second proposed amendment establishes an independent Ethics Committee that reports directly to the Fellowship. The purpose of an independent Ethics Committee is to ensure that there will be an effective “right of appeal” for all RCA members within the RCA World Service Organization. Thus RCA will have a “right of appeal” analogous, but not identical, to that embodied in Concept V of the Twelve Concepts of Service within Alcoholics Anonymous. The RCA WSO Structure Committee recommends the approval of both of these proposals. The mailing address for ballots is: Your group’s ballot must be received at the specified address no later than Friday, May 23, 2008. Please use two envelopes to submit the ballot from your RCA Member Group. On the inner envelope please print the name and location of your group and have the inner envelope signed by your Delegate Couple or your Group Contact Couple or a couple in your Group that has been authorized to submit the ballot from your Group.
